KTI Provenance Framework Development, Operational and Standardisation Mandate

Abstract

KTI-MAND-PRV-001 is the institutional mandate governing KTI’s development, operational, standardisation, publication and Framework-level custodial authority for the Commonwealth Provenance Framework. It records the sources, scope and limits of KTI’s authority; establishes the relationship between the originating White Paper, the intellectual-property and implementation licence, the Framework Custodianship Instrument and KTI’s institutional mandate; and preserves Originator attribution, reserved rights, economic participation, Reserved Matters and continuity protections. The Mandate further distinguishes KTI’s role as Framework Custodian and standards authority from the separate functions of any local issuer, registrar or operator. It serves as the principal public statement of KTI’s authority while the underlying Licence and Custodianship Instrument remain authoritative controlled records.
