KTI Normative Standard: Commonwealth Provenance Core Standard

Abstract

PRV-Core is the core normative standard for independent, evidence-based provenance under the Commonwealth Provenance Framework. It establishes the minimum mandatory method for provenance issuance, evidence preservation, authoritative records, certificates, verification and continuing lifecycle stewardship.

The Standard defines requirements for participant identity, role and authority; evidence classification and review; persistent and versioned records; controlled issuance; certificate-to-record linkage; current-status verification; amendments, disputes, suspension, revocation and archive; privacy and selective disclosure; security, audit, portability and continuity; and conformance assessment and certification.

PRV-Core is technology-neutral and establishes the mandatory provenance spine upon which Profiles, Extensions, Record-Class Models, Technical Specifications and Implementation Procedures may build without weakening or redefining the core requirements. Version 1.1 is the first adopted and authoritative normative edition of PRV-Core and operationalises the methodology originated in the Commonwealth Provenance Charter White Paper, Origination Edition 1.0.
